WASHINGTON—Ending decades of speculation, federal officials Tuesday unveiled the nation’s Strategic Cilantro Reserve, a climate-controlled glass dome containing one unusually confident leaf.

The reserve, housed at an undisclosed but tastefully lit location, will be deployed only during severe garnish disruptions, prolonged taco uncertainty, or any dinner party at which a host has already said the phrase ‘I kept it simple.’

“This leaf sends a clear message to both our allies and the parsley lobby,” said Agriculture Secretary Elaine Rusk, standing beside the dome while two security officers monitored nearby lime wedges. “America remains prepared to finish a plate.”

Markets responded immediately. Shares in decorative microgreens fell 6 percent before recovering when analysts clarified that the reserve has no authority over brunch.

The program began in 2008 after a bipartisan commission found the country had become dangerously dependent on a loose plastic bag slowly liquefying in the refrigerator drawer. Congress approved the reserve in a voice vote conducted just before lunch.

Under the current readiness system, the leaf will remain at Seasoning Condition Four: visible, but not yet chopped. A move to Condition Three would authorize rinsing. Condition Two would permit a rough tear, while Condition One—considered unthinkable outside a declared flavor emergency—would allow direct contact with soup.

Critics questioned whether a single leaf could meet the needs of a nation of 340 million people. Officials dismissed the concern, noting that the reserve is intended to restore confidence, not provide measurable cilantro.

At press time, the leaf had been returned to cold storage after appearing briefly less crisp during questions from reporters.
